Chairman of the Board

CAAFA provides comprehensive services to victims of domestic and sexual violence in Pinal and Eastern Maricopa Counties. Prior to working at CAAFA, Ray was the Community Engagement Division Director for Mesa Police Department for 8 years.

Ray has diverse background in the City of Mesa and Police Leadership. Prior to coming to the Mesa Police Department, Ray was the Neighborhood Services Department Director for the City of Mesa where he served for over 3 years. Other positions he has held in the City of Mesa; Code Compliance Director and Neighborhood Outreach Director. He served in the City of Mesa for over 14 years.

Ray has also held other management positions in two other cities. He was the Housing and Revitalization Manager for the City of Fresno, California (3 yrs.) and the Neighborhood Programs Administrator for the City of Chandler, Arizona (1.5 yrs.). Ray is also a retired Police Lieutenant for the City of Chandler Police Department where he served for 21 years. Ray attended the University of Phoenix and Northern Arizona University.





Executive Director

I experienced homelessness when I was 21 years old.  A Good Samaritan took pity on me. He feed me and paid for me to stay in a kitchenette hotel for three weeks. It was the break I needed to restart my life. I knew this Good Samaritan for a total of about 6 hours, but the things he chose to bless me with, made all the difference in our world.

I started Other Side Ministries as an idea and a Facebook event. I and a handful of others served the homeless in front of Central Arizona Shelter Services (CASS). We fed 250 people in minutes and ran out of food. It was the most humbling experience. The elation on everyone’s faces reflected their appreciation. I knew I found my purpose.

We have grown from that day, becoming a 501(c)3 nonprofit on May 11, 2017. We have served over 10,000 meals and over 2 tons of clothing. In April of 2019 we began “A New Beginning” providing real world culinary job training. This course seeks to place our graduates in industry jobs and mentor them through the transition. In December of 2019 we began to offer student catering to gain real world experience for our students. In April of 2020 we started HOPE Café and catering company a for-Profit Company that hires our graduates and provides a salary to them. 



Born and raised at the base of Mt. Rainier in Washington state, Tamara Lucero, owner of My Holistic Adventures, moved to Arizona after surviving 10 years of domestic violence, 25 years of drug abuse, and a period of homelessness. Refusing to be a victim, she turned the tables and allowed her light to shine using the combination of her past, her love of nature and certifications as a Life Coach, Nutrition Coach, and Hypnotherapist.

Today Tamara is pursuing her passion as a nature photographer to showcase the wonders of the Earth one photo at a time.

Ruth Tam Lim

Board Member at Large

As a Community advocate – her passion is children and families promoting positive societal change ; empowering transformation for a safer and better community.

In 1991, after returning from Operation Desert Storm she setup the children’s Benefit Foundation ( CBF Inc.,) : the mission is to  enhance every child’s journey through life . Since 1996, she organizes the annual integrative health fair for the homeless and uninsured, partnering with the Tzu Chi Foundation. Since 1998, the foundation champions a community advocacy event for peace and nonviolence recognizing students who are winners of the peace poster poetry contest – all  for a safer community. For the past 3 years, the foundation have awarded scholarships for vocational students and returning veterans at Mesa Community College.

Currently she is on the board of Trustees with the Southwest College of Naturopathic medicine, the Health and Human Services advisory board of Chicano Por La  Causa and the Mesa community College Development Board. She has served  on the Mesa Arts Center Foundation Board, the I.D.E.A. Museum Board, Parenting Arizona  and Health Care Consortium of Arizona.

As a  member of the Mesa Sunrise Rotary club for over 20 years, she has served at club and district level committees for polio plus and district grants. She is a major donor and a member of the bequest society.

Her philanthropic support includes Child Help, Phoenix Children’s Hospital, Mercy gilbert Medical Center , Chandler Regional Medical Center, Southwest College of Naturopathic Medicine, I.C.A.N.,  Musical Instrument Museum, Mesa Arts Center , Mesa Community College Performance Arts Center.

She has received many awards including the Hon Kachina, Mesa Woman of the year, and the governor’s Arts award.

Born in California and raised in Vail, AZ, Ross has always loved the outdoors and all of what Arizona provides. He attended The University of Arizona and graduated in 2010 with a Bachelor of Science in Business Administration, Finance.

After college Ross took a teller position with a bank based out of Denver, CO; FirstBank. Through FirstBank Ross worked many branch positions including Bookkeeping and Branch Management. Recently Ross celebrated his 10-year anniversary with FirstBank and is currently the Arizona Treasury Management Senior Specialist.

Ross is passionate about meeting new people, hearing their story, and helping them through their life journeys.

On Ross’ free time he enjoys working on and in his vineyard, making wine, woodworking, and spending time with his family.

However, the intersection of these trimodal qualities epitomizes the person affectionately referred to as Dawn Ann Ray.

A native of Wisconsin, Dawn is an executive Operations leader focused on the Gaming sector of the Financial Technologies (FinTech) industry.  She has spent 27 years running Operations at various companies consistently leading teams of up to 200 persons and managing multi-million dollar budgets.  Multiple times a day, Dawn is required to make decisions that would cause even the most seasoned professionals to become weak in the knees.  However, she handles them with complete calm and has a track record of consistently making the right decision.  She is currently Vice President and Head of Operations for the Gaming vertical of Global Payments, a Fortune 1000 company that is part of the S&P 500.  In her role, she is responsible for managing all aspects of Operations (i.e. Quality Assurance, Production Installs, Helpdesk & Call Center, Logistics & Deployment, Vendor Management, etc.).  Her efforts have directly resulted in the Gaming vertical becoming a $200MM thriving entity as opposed to its meager beginnings when she first began with the team.

While Dawn is the quintessential business woman, anyone who knows her will confirm she has the heart of a pastor.  She’s everyone’s mother, everyone’s sister, everyone’s daughter and everyone’s friend.  She has two daughters who are the center of that heart, two grand dogs and four grandchildren that fill her heart with more love than she ever imagined.   She loves everyone she encounters both with her words and her tangible actions.  She’s never met a stranger and is always willing to assist others typically putting the needs of others in front of even her own.  

In her down time, she enjoys working out, golfing, reading, cooking and spending time with the grand babies and traveling.  Though she loves life as a businesswoman, she aspires to devote her life to community service and wants to spend all extra time making a difference in people’s lives.
